Biografía Los sos padres son Olga Funegra Marcellini y Humberto García Taylor. Estudió nel Colexu María Alvarado rematando ende la so secundaria. Graduada en medicina na Universidá Peruana Cayetano Heredia en 1988. Tien un Magíster en Salú Pública con mención en Epidemioloxía de la Universidá de Washington n'Estaos Xuníos mientres 1996-1998, un Doctoráu en Medicina pola Universidá Peruana Cayetano Heredia nel 2011.
Foi becaria del IARTP (International AIDS Research Program), con especial entrenamientu d'enfermedaes de tresmisión sexual y sida. Foi reconocida en 1981 col Premiu Cecilia Giribaldi a la meyor investigación. En 1997 destacó col premiu Marco A. Aguayo de la Organización Mundial de la Salú (OMS). Foi Xefa del Institutu Nacional de Salú ente 2006-2008.
Desempeñóse como Decana de la Facultá de Salú Pública y Alministración (FASPA) de la Universidá Peruana Cayetano Heredia mientres el 2011-2016. Mientres el decanatu, nel añu 2011, ganó un financiamiento de US$ 1 millón de dólares de la organización Grand Challenges Canada (GCC) y de la Fundación Bill y Melinda Gates, pa la implementación del proyeutu Futuros Brillantes. Nel 2014, tuvo a cargu del llanzamientu del primer programa de Llicenciatura en Salú Pública y Salú Global nel Perú, na sede de la Organización Panamericana de la Salú.
Foi Vicedecana Académicu y d'Investigación de la FASPA ente 1999 y 2004. Na OMS en Xinebra, Suiza foi miembru del Comité Consultivu d'Espertos de Salú Reproductiva y Presidenta del Comité d'Espertos Internacionales pa vacunes contra'l virus del papiloma humanu ente'l 2007-2008.
Na parte académica ye docente ya investigadora de la Universidá Peruana Cayetano Heredia, Profesora Principal n'investigación n'Infeiciones de Tresmisión Sexual, adxunta de Salú Global na Universidá de Washington y d'Epidemioloxía de la Universidá Tulane. Forma parte de l'Academia Nacional de Ciencies d'Estaos Xuníos - Institutu de Medicina.
Nel 2016, foi escoyida pol Presidente de la República Pedro Pablo Kuczynski como Ministra de Salú de Perú.
